CARP ACT
CARP ACT introduced
in Congress to prevent spread of Asian carp into Great Lakes
Federal legislation, titled “Close
All Routes and Prevent Asian Carp Today” (or CARP ACT), was introduced
in the U.S. Senate (S.
2946) and House (H.R. 4472). The legislation would direct the Army Corps
of Engineers to implement many of the same emergency measures to keep
Asian carp out of the Great Lakes that Michigan’s Attorney General
Mike Cox seeks in his Supreme
Court Action.
The lead sponsors are U.S. Representative
Dave Camp (R-MI), his bill HB 4472 was referred to the Committee on Transportation
and Infrastructure; and U.S.
Senator Debbie Stabenow (D-MI); her bill was referred to U.S. Senate Committee on Environment
and Public Works.

purposes.
Be it enacted by the Senate and
House of Representatives of the United States of America in Congress
assembled,
- SECTION 1. SHORT TITLE.
- SEC. 2. ACTIONS WITH RESPECT
TO THE CHICAGO WATERWAY SYSTEM.
(a) In General- With respect to the
Chicago waterway system, the Secretary of the Army shall take actions,
consistent with applicable law, to ensure the following:
(b) Report- Not later than 180 days
after the date of enactment of this Act, the Secretary of the Army shall
submit to Congress a report describing the following:
(c) Chicago Waterway System Defined-
In this section, the term `Chicago waterway system' means the system
of waterways in Illinois and Indiana composed of the following:
